Exterior remodeling across Yolo County, from West Sacramento to Woodland.
Our Yolo County coverage includes West Sacramento, Davis and Woodland. Each is an incorporated city with its own permitting authority; the property’s location, existing assemblies and proposed work determine the review and exterior scope.

Permits and jurisdiction in Yolo County
Who issues permits in Yolo County?
Yolo County has four incorporated cities, and three are in our service area: West Sacramento (City of West Sacramento Building Division), Davis (City of Davis Building Division), and Woodland, the county seat (City of Woodland Building Division). Winters, out toward Lake Berryessa, is the fourth and is not on this page. Because all three of our communities are cities, the Yolo County Building Division only enters the picture for unincorporated pockets, and the one that matters is El Macero, the golf-course neighborhood on Davis's southeast edge that carries a Davis address and a county permit. Clarksburg, Esparto, and Knights Landing are county too, and outside our area. A reroof, a window replacement, or a structural dry rot repair inside any of the three cities is permitted by that city, and the parcel, not the mailing address, decides which.
What review applies beyond the building permit in Yolo County?
Request a scope review from the responsible city for reroofing, window replacement, siding or structural repair. Describe painting, trim and gutter work separately so an exemption for one operation is not extended to another. Woodland and Davis have historic or design-review processes that may apply to particular properties; identify the designation and proposed visible changes before choosing a product. Some Southport, Spring Lake, Mace Ranch or Wildhorse properties may have association requirements. Confirm the actual recorded restrictions and reviewer rather than use the neighborhood name as evidence of approval requirements.
Does floodplain review apply in Yolo County?
The Sacramento River, Yolo Bypass, Putah Creek and Cache Creek help explain why flood mapping is relevant across different parts of this service area. They do not establish the mapped status of an individual property. In West Sacramento, Davis or Woodland, check the current FEMA parcel information and ask the responsible local office whether the proposed project needs floodplain review. If floodplain review may apply, identify the parcel’s current mapped status and discuss the complete proposed project with the local floodplain administrator. Do not assume that a roof-only scope is exempt, or that combining several trades automatically triggers a particular requirement. Valuation methods, project history and local rules can matter. Keep the written determination with the building-permit documents so later scope changes can be checked against it. Keep the complete planned scope visible when discussing that determination instead of considering each trade in isolation.
Do wildfire construction rules apply in Yolo County?
Do not treat a valley-floor location as proof that no fire-related requirement can apply. Use the current parcel map and the local building authority’s scope review together. The 2025 California Wildland-Urban-Interface Code, Title 24 Part 7, Chapter 5, contains the current wildfire construction provisions. A city or county name, nearby vegetation or a mapped zone alone does not establish every required alteration to an existing home. Ask the reviewer to identify the applicable assembly and related details, and separate required work from optional home-hardening choices in the estimate. Utility territory is another address-level check. PG&E serves these communities, but confirm the actual electrical account and necessary coordination before work affecting a service mast or weatherhead. Product incentives, if available, need separate eligibility and timing checks before they are included as savings in an estimate.
Climate and building conditions
Which energy-code climate zone covers Yolo County?
The listed West Sacramento, Davis and Woodland ZIP codes are listed in California Energy Commission climate zone 12. Check the actual address and the proposed alteration against the applicable energy-code requirements. The 2025 Energy Code applies to permit applications from January 1, 2026. For windows, identify the product ratings, opening dimensions and installation method; for roofing, establish which reflectance or other provisions apply to the assembly and scope. A climate-zone label is a starting point for compliance, not approval of a particular product or installation. Have the estimate identify the documentation and any compliance work included in the price.
How do trees and shade affect exterior work in Yolo County?
Exterior proposals should account for exposure and maintenance access at the actual house. A shaded wall, an open west elevation and a roof near trees can call for different inspection questions, but none proves a particular defect. Record the visible condition, investigate leaks or staining and distinguish cleaning from repair and coating work. If dust or debris is present, identify an appropriate preparation method for the selected product rather than assume that every property at a city’s edge has the same conditions.
How do drainage and lot conditions affect exterior work in Yolo County?
Compare the lot’s runoff route with the roof drainage plan. Roof area, gutter profile, outlets and local design rainfall matter to sizing; soil or a nearby levee cannot determine the answer alone. Trace downspouts to their actual discharge and inspect any connected drains where the scope calls for it. In established Davis or Woodland neighborhoods, consider tree access and protection; in Southport or Spring Lake, make the same property-level checks instead of assuming that all newer lots are open or that all older lots have dense canopy.
Housing stock and market
How old are Yolo County homes?
Yolo County has 82,447 housing units, a median year built of 1983, a median owner-occupied value of $620,700, and 54 percent owner occupancy, the lowest of the four counties we serve (U.S. Census Bureau, ACS 2020–2024 5-year). These county-wide figures do not establish tenure or purchasing decisions at a particular property. By decade, 17 percent of homes date from the 1970s, 15 percent from the 1980s, 11 percent from the 1960s, 9 percent from the 1950s, 12 percent from the 1990s, 18 percent from the 2000s, and 11 percent since 2010, with 8 percent built before 1950.
Which Yolo County neighborhoods do these figures describe?
The covered communities range from established Broderick and Bryte neighborhoods in West Sacramento to areas such as Southport, from older Davis streets to Mace Ranch and Wildhorse, and from Woodland’s historic center to Spring Lake. The construction-period data describe the housing stock without measuring installed siding, window types or roof replacements. Inventory those assemblies during the assessment. Where a rental property is involved, also establish access arrangements and who can approve selections or discovered work; the county owner-occupancy percentage does not identify the decision-maker for a particular house.
What do the figures mean for an exterior project in Yolo County?
Older construction can make repair history, retained details and possible lead-safe work relevant, but it does not automatically call for full-frame windows or whole-wall replacement. Establish the actual pre-1978 construction date and covered paint disturbance when assessing EPA requirements. For newer construction, use the same inspection standard instead of assuming a first scheduled replacement cycle. Compare required repairs, product choices and optional appearance changes separately. County median property value is background information, not a repair-cost estimate or a forecast of resale return.

Planning exterior work in Yolo County
Six trades, one written-scope standard. Request an estimate for a home in Yolo County.
- Compare window repair and replacement
- For Davis, West Sacramento or Woodland openings, document condition, dimensions, ratings and restoration. Select the installation method from the actual assembly and any applicable design review. See windows & doors.
- Specify preparation before coatings
- Identify the existing finish, investigated cracks, damaged surfaces and proposed coating system. Confirm any required appearance approval for the actual property before ordering a new color. See exterior painting.
- Match the measured siding scope
- For a retained wood profile or a replacement panel system, define the affected elevations, backing repairs, drainage details and finish. Historic appearance and product suitability require separate checks. See siding.
- Assess the existing roof assembly
- Price the inspected covering, decking, flashing and access. Tile reuse, a limited repair or new covering should follow the condition and product requirements rather than a neighborhood-wide replacement assumption. See roofing.
- Trace roof runoff to its destination
- Measure the contributing roof and inspect outlets, downspouts and connected drainage. Consider cleaning access and any proposed guard without treating the presence of a levee as a gutter-sizing rule. See gutters & gutter guards.
- Investigate affected wood
- If fascia, trim or a sill shows deterioration, determine the moisture source and extent of damage. Shade or fog alone does not prove decay or identify which repair is needed. See dry rot & trim repair.
Questions from Yolo County homeowners
Does West Sacramento issue its own building permits, or does Yolo County?
The city. West Sacramento is incorporated, so reroofs, window replacements, and structural repairs anywhere inside city limits (Broderick, Bryte, Southport, the Bridge District, the Washington district) are permitted by the City of West Sacramento Building Division. The same is true of Davis and Woodland for their own limits. Yolo County's Building Division handles only unincorporated parcels. Confirm siding, trim and associated repair permit requirements with the named building authority before work; a like-for-like description does not establish an exemption.
My Davis address is in El Macero. Who issues my permit?
Yolo County. El Macero is an unincorporated community on Davis's southeast edge that uses a Davis mailing address, so a reroof or window replacement there goes through the Yolo County Building Division rather than the City of Davis. The same city-versus-county check applies to any parcel just outside the Davis, Woodland, or West Sacramento limits. We confirm the parcel's jurisdiction before the estimate is finalized and the scope says who pulls the permit.
Does the levee or flood zone affect a reroof or siding job in West Sacramento?
If floodplain review may apply, identify the parcel’s current mapped status and discuss the complete proposed project with the local floodplain administrator. Do not assume that a roof-only scope is exempt, or that combining several trades automatically triggers a particular requirement. Valuation methods, project history and local rules can matter. Keep the written determination with the building-permit documents so later scope changes can be checked against it.
Do wildfire construction rules or a wildfire zone apply in Davis, Woodland, or West Sacramento?
Use the current parcel map and the local building authority’s scope review together. The 2025 California Wildland-Urban-Interface Code, Title 24 Part 7, Chapter 5, contains the current wildfire construction provisions. A city or county name, nearby vegetation or a mapped zone alone does not establish every required alteration to an existing home. Ask the reviewer to identify the applicable assembly and related details, and separate required work from optional home-hardening choices in the estimate.
Are the Title 24 window rules the same as in Sacramento?
The listed West Sacramento, Davis and Woodland ZIP codes share CEC climate zone 12 with the Sacramento communities covered here. The complete requirements still depend on the address, alteration and compliance method. Identify the proposed window ratings and relevant documentation rather than assume a zone match approves a product. The 2025 Energy Code applies to permit applications from January 1, 2026.
Does Woodland's historic downtown need review for exterior work?
Check the property’s designation and proposed exterior changes with the City of Woodland before selecting replacement products. Historic review may consider retained features, repair, profiles and appearance, but it does not make full-frame replacement automatically preferable. Ask what submissions are needed and keep the written decision with the scope. Properties in Davis also need their own designation and review check rather than an assumption based on neighborhood age.
Is my Southport or Spring Lake HOA approval separate from the city permit?
Where a property is subject to association architectural review, that process is separate from city building-code approval. Obtain the current rules for the address and confirm which changes need a submission, including any same-color or matching-material work. Do not assume every property in a named neighborhood has identical restrictions. The proposal should identify each required approval, its responsible party and the sequence before purchasing materials.
