Who issues permits in Sacramento County?
Sacramento County has seven incorporated cities, and six of them are in our service area: Sacramento, Folsom, Elk Grove, Citrus Heights, Rancho Cordova, and Galt (Isleton, down in the Delta, is the seventh). Each runs its own building department. Inside city limits the permit for a reroof, a window replacement, or a structural dry rot repair comes from the City of Sacramento Community Development Department, Building Division; the City of Folsom Community Development, Building Division; City of Elk Grove Building Safety & Inspection; the City of Citrus Heights Building Division; City of Rancho Cordova Building & Safety; or the City of Galt Building Division. Each adopts the California Building Code with its own amendments and fee schedule, so the same scope can be reviewed differently a mile apart.
Which Sacramento County addresses use the county permit office?
Arden-Arcade, Carmichael, Fair Oaks, Orangevale, Antelope and North Highlands are unincorporated communities. Their building authority is Sacramento County Building Permits & Inspection. A Sacramento mailing address does not by itself establish City of Sacramento jurisdiction; use the actual parcel location. This distinction matters when requesting old permit records as well as when applying for new work. List the responsible building office in the proposal, and confirm who prepares the application, pays the stated fees and coordinates required inspections.

County. Carmichael is unincorporated, so reroofs, window replacements, and structural repairs there are permitted by Sacramento County Building Permits & Inspection, not by any city. The same is true of Fair Oaks, Arden-Arcade, Orangevale, Antelope, and North Highlands. Sacramento County lists siding and stucco among work requiring permits; confirm the proposed repair or replacement scope and any applicable exemption with Building Permits and Inspection. The estimate states who pulls the permit and which office issues it.
My mailing address says Sacramento. Does that mean the City of Sacramento issues my permit?
Not necessarily. A Sacramento mailing address can belong to an unincorporated county parcel, so confirm the jurisdiction of the actual property. Jurisdiction follows the parcel, not the post office. We look up the parcel before the estimate is finalized; if it is inside city limits the permit comes from the City of Sacramento Community Development Department, and if not it comes from Sacramento County Building Permits & Inspection.
