Who issues permits in Placer County?

Five of the six Placer County communities we serve are incorporated and issue their own permits: Roseville (City of Roseville Development Services, Building Division), Rocklin (City of Rocklin Community Development, Building Division), Lincoln (City of Lincoln Building Division), Loomis (Town of Loomis Building Department), and Auburn, the county seat (City of Auburn Building Department). Colfax is the county's sixth city and is outside our service area. Granite Bay is the exception on this page: it is an unincorporated census-designated place, so a reroof, window replacement, or structural repair there goes through Placer County Building Services, not through Roseville, even though Roseville is the address on a lot of Granite Bay mail.

Which Placer County addresses use the county permit office?

Granite Bay, North Auburn and other unincorporated parcels use Placer County Building Services even when the mailing address resembles a nearby city. Confirm the parcel boundary before requesting permit records or pricing the approval work. Roseville Electric is the municipal utility for its service territory, while other communities commonly use PG&E; verify the actual account before any proposed electrical-service interruption. Building jurisdiction, utility territory and association membership are different checks, and one should not be inferred from another.

What review applies beyond the building permit in Placer County?

Ask the city, town or county building division to review the actual reroof, siding, window or structural-repair scope. Describe associated trim, gutter and painting work separately, since a limited exemption does not necessarily cover the combined job. Historic properties in places such as downtown Roseville or Old Town Auburn may need additional review. Associations in some Roseville, Rocklin, Lincoln and Granite Bay neighborhoods can have their own design procedures. Obtain the property’s current rules, proposed selections and approval sequence before ordering products; an association decision does not replace a building permit.

Do wildfire construction rules apply in Placer County?

Wildfire mapping in Placer County is a parcel question, and it lands in the foothill half of this coverage: Auburn, Loomis, the unincorporated foothill parcels around Penryn and Newcastle, and eastern Granite Bay toward Folsom Lake include mapped Fire Hazard Severity Zones, while Roseville, Rocklin and Lincoln have fewer mapped parcels and still need the address checked. Whichever office issues the permit, the City of Auburn, the Town of Loomis, or Placer County Building Services for Granite Bay and other unincorporated parcels, applies the wildfire construction provisions of the 2025 California Wildland-Urban-Interface Code, Title 24 Part 7, Chapter 5, to a mapped parcel. The reviewer, not the ZIP code, decides which roof, vent and siding provisions attach to a reroof or siding replacement; ask for that determination in writing and keep required work separate from optional home hardening in the estimate.

Does floodplain review apply in Placer County?

Placer’s creek corridors raise the same parcel-level question for flooding: Dry Creek and Linda Creek through Roseville, Secret Ravine through Loomis and Rocklin, Miners Ravine through Granite Bay and Roseville, and Auburn Ravine from Auburn through Lincoln. The floodplain administrator for the permitting jurisdiction, the city inside city limits and Placer County outside them, can confirm a parcel’s current FEMA mapping and whether the complete proposed project needs floodplain review. A roof-only scope is not automatically exempt, and combining trades does not automatically trigger a requirement; valuation method and project history can matter. Keep any written determination with the permit documents so later scope changes can be checked against it.

Which energy-code climate zone covers Placer County?

Roseville, Rocklin, Granite Bay, Lincoln, Loomis and Auburn are listed in California Energy Commission climate zone 11. Check the actual address and the proposed alteration against the applicable energy-code requirements. The 2025 Energy Code applies to permit applications from January 1, 2026. For windows, identify the product ratings, opening dimensions and installation method; for roofing, establish which reflectance or other provisions apply to the assembly and scope. A climate-zone label is a starting point for compliance, not approval of a particular product or installation. Have the estimate identify the documentation and any compliance work included in the price.

How do heat, rain and exposure affect exterior work in Placer County?

Placer coverage extends from valley communities toward foothill properties around Loomis and Auburn. Inspect the actual elevation changes, exposed walls, roof geometry and working access rather than apply one county-wide weather allowance. A high rear wall on a sloping lot may need a different scaffold plan from a single-story frontage. Record access and protection work in the estimate so two otherwise similar material proposals can be compared fairly. Neither a city name nor annual rainfall establishes the size of a gutter or the cause of a leak.

How do drainage and lot conditions affect exterior work in Placer County?

Tree cover can affect cleaning access and debris collection at a particular roof, while an open site may have different exposure and staging needs. Check gutters, roof-to-wall intersections and downspout outlets where those conditions exist. Describe the moisture path and any visible damage before choosing a repair material. Lot slope, soil and landscaping need their own assessment; do not assume that a Rocklin or Granite Bay address proves a drainage condition, or that a new west Roseville neighborhood has no mature trees.

Placer County has 179,266 housing units, a median year built of 1994, a median owner-occupied value of $688,100, and 75 percent owner occupancy (U.S. Census Bureau, ACS 2020–2024 5-year). It is the youngest and most expensive housing stock of the four counties we serve. Homes built in the 2000s account for 25 percent of the total, the 1990s for 18 percent, and 2010 or later for 15 percent, so 58 percent of the county's homes were built in 1990 or later. The 1980s add 15 percent, the 1970s 13 percent, and everything before 1970 only 15 percent combined. One caveat: the county-wide figure includes the Lake Tahoe and Sierra communities, which are outside the six-community coverage described on this page.

Which Placer County neighborhoods do these figures describe?

The communities on this page include established neighborhoods near Pacific Street in Rocklin and downtown Roseville, later development such as Stanford Ranch and Treelake Village, and newer Roseville and Lincoln neighborhoods. Those examples describe the geographic range of the coverage, not a survey of installed materials. Identify the siding, roof covering and window assemblies at the actual house. Record changes made after original construction and check how an addition or replacement connects to the retained exterior.

What do the figures mean for an exterior project in Placer County?

Two neighboring houses built in the same year can have different maintenance histories and replacement needs. Compare documented condition, access and approvals before deciding whether a repair, a limited elevation replacement or a larger project is appropriate. On older Auburn, Loomis, Roseville or Rocklin homes, establish the actual construction date and assess any covered disturbance of pre-1978 painted surfaces; the Census decade bins do not supply that determination. Questions from Placer County homeowners

Is Granite Bay permitted by the City of Roseville or by Placer County?

Placer County. Granite Bay is unincorporated, so reroofs, window replacements, and structural repairs there go through Placer County Building Services regardless of the Roseville-looking mailing address. HOA architectural review in Los Lagos and Treelake is a separate approval. Eastern Granite Bay near Folsom Lake also falls partly inside mapped Fire Hazard Severity Zones, so the county may hold a reroof or siding job to applicable wildfire construction provisions. The estimate states which office issues the permit and whether fire-zone materials are required.

Do wildfire construction rules apply to my Auburn or Loomis reroof?

It can, depending on the parcel. Auburn and Loomis include mapped fire-hazard areas; ask the applicable building department which current wildfire construction provisions attach to the specific reroof and whether related vent work is required. Not every parcel in either town is mapped. Check the address on the CAL FIRE viewer or ask the City of Auburn Building Department or the Town of Loomis Building Department, and have the estimate name the roofing class and vent type it assumes.

Placer County is climate zone 11. Does that change which windows I can install?

The six communities covered here are listed in CEC climate zone 11. Use the actual address, proposed window and alteration requirements to establish the applicable product ratings and compliance method. The 2025 Energy Code applies to permit applications from January 1, 2026. Ask for the required documentation in the estimate; the climate-zone number alone does not approve an installation or establish that its requirements differ in every respect from zone 12.

Who handles the service mast on a Roseville reroof, and is it different in Rocklin?

Confirm the electrical utility serving the actual address before work affecting a service mast or weatherhead. Roseville Electric operates the municipal service territory, while Rocklin and the other listed communities commonly use PG&E. The utility and contractor should establish the necessary coordination for the proposed work. Any incentive must be checked separately for current availability, product eligibility and application timing; it should not be assumed in a base price.

Do I need HOA approval as well as a city permit in Westpark, Whitney Ranch, or Sun City Lincoln Hills?

Check whether the specific property is subject to architectural review and obtain its current requirements. An association may review color, appearance and materials while the city reviews building-code compliance. Either, both or neither process may apply to a particular minor scope, so do not infer approval from a neighborhood name or a same-color description. Have the proposal name each applicable submission, its responsible party and the order required before purchasing materials.

Is Loomis a town permit or a county permit?

Inside the town limits, the Town of Loomis Building Department issues the permit. But Loomis addresses extend well beyond the limits into unincorporated Placer County (Penryn, parts of Horseshoe Bar Road, and acreage toward Newcastle), where Placer County Building Services is the authority. The parcel decides. Loomis also overlaps mapped fire zones, so whichever office you land in may require applicable wildfire construction provisions on a reroof or siding replacement.

Are the Placer County housing numbers skewed by Lake Tahoe?

The ACS county figures include Lake Tahoe and Sierra communities as well as the six communities on this page. They describe the entire county, not just our coverage area or a particular house. Use the separate city or community ACS block for a closer comparison, then inspect the property. A county median age or value does not establish the installed materials, their condition or the return from an exterior project.
